The code snippets in this post enable you to link both the title & the featured image to any URL including external URL’s.
You can use different URL’s for each title & featured image or the same.
The code can be added “as is” to the archive-portfolio.php file in your child theme or any other custom post type archive used in any Genesis child theme.

Here’s the demo showing you exactly what the code does tested on the Executive Pro child theme by StudioPress.
The code also checks if a custom link has been added for the featured image and title, if not, it uses the default code and links to the single CPT page.
