The code in the 1st solution removes the link from the comments shortcode in the entry meta of the entry header on all posts and pages.
The comments count still displays but is no longer linked to the comments list.
The 2nd solution adds a checkbox to the screen options enabling you to remove the link on a per post/page basis.
